Reform of Public Procurement in Construction: Innovations by the Ministry of Finance, Battle Against Bots, and Strict Rules of the National Project MEX
The financial-economic segment of the practical seminar by the Association of Developers of Kazakhstan (ADK) revealed upcoming tectonic shifts in the realm of public construction contracts. The Ministry of Finance of the Republic of Kazakhstan announced a systematic increase in the tax payment threshold for businesses and introduced new mechanisms to exclude unscrupulous companies with fictitious experience. A separate topic was the fight against the proliferation of computer scripts in tenders for technical supervision services, for which the department is radically changing the labor fund regulations. The key focus of the session was the analysis of the rules of the National Project MEX, with a budget of 13 trillion tenge until 2030. Experts explained the specifics of turnkey procurement, where historical experience gives way to non-price criteria: the contractor's investment readiness and adherence to strict local content quotas, the violation of which threatens unprecedented fines.

Отдельной темой стала борьба с засильем компьютерных скриптов в тендерах на услуги технического надзора, для чего ведомство кардинально меняет нормативы фонда оплаты труда. Ключевым фокусом сессии стал разбор правил Национального проекта МЭКС, бюджет которого до 2030 года составит 13 триллионов тенге. Эксперты разъяснили специфику закупок в формате «под ключ», где исторический опыт уступает место неценовым критериям: инвестиционной готовности подрядчика и соблюдению жестких квот по местному содержанию, нарушение которых грозит беспрецедентными штрафами.
